The user permissions will be determined by their group memberships and cannot be edited directly. If a user is a member of several groups, their rights will be represented by a union of all of their user groups (additive).
Example: The user has been added to the User group as well as the Administrator group. From the User group, the user does not have the right to create a report template. As a member of the Administrator group however, the user does have this right. In this case, the user will be granted the right regardless of whether the user does not actually have this right as a member of the User group or not.
