Purpose:

Returns a string formatted as a time based on the country code/culture identifier specified in the second (optional) parameter.

Parameter:

Date            Value to be formatted

String          (optional) Country code (ISO 3166-1 alpha-2, ISO 3166-1 alpha-3, ISO 3166-1 numeric-3) or culture identifier, e.g., 'US', 'USA', '840' or 'en-US'. Default: System setting

Number       (optional) Format value: 0=normal (default), 1=24h format, 2=no AM/PM, 3=24h format, no AM/PM, format value +10 = no seconds, format value +20 = no minutes and no seconds.

LocTime$ (Now(),"en-US")   Result: current system time

LocTime$ (Now(),"",11)        Result: always 24h format, no seconds
